What is the Oregon Exchange Program?

The Oregon Exchange allows Oregon residents to attend College of the Siskiyous at a discounted rate rather than pay out-of-state tuition. This reciprocity agreement also includes in-state tuition to eligible College of the Siskiyous transfer students looking to attend SOU or OIT.

What is the Process for Continued Eligibility?

Permits will remain in effect for the academic year and will be automatically renewed each year (up to 72 units or 4 years) if the following conditions are met:

  1. Maintain Satisfactory Progress: All students on the Oregon Exchange will be required to make satisfactory progress in order to remain on the Exchange Agreement. Students must complete 67% of their classes and maintain a 2.0 GPA.
  2. Minimum Units: Students on the permit must be enrolled in a minimum of 12 units per semester.
  3. Residency: Oregon students may not establish California residency while on the permit.

If these conditions are not met, the student will be removed from the permit the following semester.

What if I want to become a California resident?

Oregon students seeking to establish California residency will start by paying non-resident tuition. Immediately upon arriving in California you must establish intent and continuous physical presence. A year and a day after establishing the above you will be eligible for in-state fees.

College of the Siskiyous Students to SOU or OIT

How does the Oregon Exchange Program work for COS Transfer Students?

California students can attend either Oregon Institute of Technology (OIT), or Southern Oregon University (SOU), at the in-state tuition rate by attending College of the Siskiyous. Students cannot establish Oregon residency while participating in the program.

Who can Participate?

Participants must be California residents who do not have a Bachelor's Degree.

What are the Eligibility Requirements?

To be eligible for the exchange permit students must meet the following criteria.

Southern Oregon University Oregon Institute of Technology
  1. Must be a California resident
  2. Must not have any holds with COS
  3. Must not have a bachelor's degree
  4. Must have completed one of the following sets of requirements:
    • Complete a minimum of 24 semester units of transfer-level course work at COS with a cumulative transfer GPA of at least 2.25 OR
    • Complete a minimum of 24 units of transfer-level course work and receive and complete an Associate degree from COS with a cumulative transfer GPA of at least 2.00
  1. Must be a California resident
  2. Must not have any holds with COS
  3. Must have completed one of the following sets of requirements:
    • Complete a minimum of 24 semester units of transfer-level course work at COS with a cumulative GPA of at least 2.00 OR
    • Have been a Siskiyou County resident for at least one year
